Local Youth as Urban Development Actors
The Establishment of a Centre for Youth and Socioculture in Görlitz
One of the two German case studies is Second Attempt e.V., a non-profit association promoting youth and socioculture in the town Görlitz. By exploring this case, we aim to contribute to the RELOCAL research question: What impact can place-based local actions have on a fair and equitable distribution of resources – and opportunities to use them – within a locality? The middle-sized town Görlitz is located at the border to Poland and has long suffered from outmigration, population ageing and high unemployment rates. In this context, Second Attempt e.V. is an interesting case for the potential of a local association by and for young people, which seeks to provide youth with the opportunities for constructive democratic engagement.
Next to creating open spaces for free-time, cultural, and educational activities, the organisation actively lobbies for the interests of young people in urban development. Thereby, one important achievement has been to take over the mandate for the establishment of a Centre for Youth and Socioculture in Görlitz. We argue that due to their strategic and organizational learning capacity, Second Attempt e.V. has a specific potential for creating impact in the locality by promoting localised resources and involving vulnerable population groups into urban development.

Lokale Jugend als Stadtentwicklungsakteur
Die Einrichtung eines Zentrums für Jugend und Soziokultur in Görlitz
Eine der zwei deutschen Fallstudien ist der Second Attempt e.V., ein gemeinnütziger Verein zur Förderung von Jugend und Soziokultur in der sächsischen Stadt Görlitz. Mit der Untersuchung dieses Falls möchten wir Antworten auf unsere zentrale Forschungsfrage finden: Welchen Einfluss können ortsbezogene lokale Initiativen auf eine gerechte Verteilung von Ressourcen in ihrer Stadt – und die Möglichkeit sie zu nutzen – haben? Die Mittelstadt Görlitz liegt an der deutschen Grenze zu Polen und hat lange mit Abwanderung, Alterung und hoher Arbeitslosigkeitsraten zu kämpfen gehabt. In diesem Kontext ist der Second Attempt e.V. ein interessanter Fall für das Potential einer lokalen Initiative von und für junge Menschen, die zum Ziel hat, Jugendlichen die Möglichkeit zu geben, sich aktiv und konstruktiv in demokratische Prozesse einzubinden.
Neben der Schaffung öffentlicher Räume für Freizeit-, Kultur- und Bildungsangebote, setzt sich die Organisation aktiv für die Interessen junger Leute in der Stadtentwicklung ein. Dabei war die Übernahme des Mandats zur Eröffnung eines Zentrums für Jugend und Soziokultur in Görlitz ein wichtiger Schritt für den Verein. Wir betrachten die strategische Kapazität und Lernfähigkeit von Second Attempt e.V. für einen der entscheidenden Erfolgsfaktoren, der es dem Verein möglich macht, sich zu einem relevanten soziokulturellen Akteur in Görlitz zu entwickeln, soziale Ressourcen in der Region zu fördern und benachteiligte Bevölkerungsgruppen in die Entwicklung ihrer eigenen Stadt zu involvieren.
